OK, I see you refer to bancing. Could be that the Neatimage has been applied to the point that there is VERY smooth gradation of color that is becoming banded when compressed. Try reducing the settings on Neatimage so that some small amount of noise remains, and see if that helps.
Also, if you're taking a snapshot of the screen, make sure your display settings are 24-bit color or better.
