I think that, typically, the overall impression of a night shot should be that it was taken at night and thus the sky can go black, but there should still be a full range of dark to light tones in the subject.
Next time, try bracketing your exposures, say +1 and +2 stops over what you you tried here. There were some really good examples in the Urban Landscapes challenge and I have these in my portfolio:
They aren't the greatest, but they're already uploaded.
First I rotated about 2 degrees, then I lightened every colour except black, then I encreased the contrast and ran unsharp mask, ended with levels and put it in b/w. But did'n work with it for more than 2 minutes, might heve been even better.
