Certainly it is never likely to produce insightful, deep explorations of the subject if consideration is only given for a week. Though it might produce some fresh 'new eyes' on tired subjects and have some value in that respect.
In general though I agree pretty strongly with you that finding subjects that intensely interest you and that you study and learn about both before and after taking pictures must lead to more sympathetic, interesting images than just spending a week on the subject then moving on to the next challenge.
Though that doesn't necessarily mean DPC has no value at all, but it doesn't have value to produce deep, meaningful work, unless a particular theme happens to co-incide with an area of interest.
However, it does encourage people to explore new types of photography - who knows, one of those areas might develop into a life-long passion from simple roots in a DPC challenge
