Either select the bra strap or dup layer and mask it carefully. Start with clone tool to cover the strap with the skin tones immediately to the left which match as closely as possible. Then clean up with the healing brush.
this is about the easiest condition to clone once you set it up right. Grab the clone tool and set it to 'lighten' mode. then use the skin next to the brastrap as your target, and clone away. because you set it to lighten mode, it will only cover up the things that are lighter than your target. because the sweater is white, it will be unaffected :)
no need for masking or anything, and the blend will be seamless. um...or strapless. or something.
Who cares about the proximity.
New layer via copy and go at it to your hearts content - go over the shirt - who cares. Then, adjust the blending mode to 40-60% to "see" what's under that layer, then use the eraser tool at 100% strength, small, soft edged brush, and brush back in the shirt. Re-adjust the blending to 100% when done and flatten.
