Search Engine Optimization (SEO) is an industry in and of itself today. Years ago, simply setting the Web pages' meta tags (description and keywords) was the only real way to increase one's ranking in search engines - that and a couple of well placed stealth links pointing back to the same page. Today, search engine ranking has moved way beyond simple indexing and "submitting one's site" to the engines.
Your site needs to be referenced elsewhere and by a multitude of sources. Google adwords and adsense is another tremendous way to bring exposure to your site. There are a slew of books available today on SEO that will go into great detail on these and many other factors.
While I still religioulsy code in all of my meta tags, good business practice forces me to explain to my clients that they need to pay to be ranked - pay-per-click advertising.
There are still several major search engines that will index your site for you, but I think all three combine to bring about the best results:
(1) Good meta tags.
(2) Google Adwords and AdSense.
(3) Submit your site on the search engines.
