For the 300D it is worth buying a fast CF card. Choose carefully. Prolly what is included in the package deal is the lowest common denominator; off-brand and slow.
I would also bet that the tripod is about as cheap as they come.
Ask if the battery is Canon or 3rd party.
The crystal optics filters are worth next to nothing, you're better off buying good filters.
Finally, check out the seller on resellerratings.com. If they don't have a high rating (>7.5 at least) and a reltively large number of reviews, think twice.
All in all, I'm not a big fan of package deals, as they usually benefit the seller more than the buyer. Decide what accessories you want, price them, and then put together your "package".
