I don't have a problem with it, since they're visible at vote-end and can be contacted then.
No, but they often do get tired of getting comments during voting when they don't want to.
Going baghead gives the commenter the opportunity to say what he/she wants to say without fear of retribution or pleas of vote swaying during voting. Then, at the end of voting, it takes a bit more effort to make contact.

Nope and I'm one of the paper baggers. You should be glad they/I take the time to comment at all.
No s&*^...the last two challenges I've entered...I've gotten a couple of very low scores in with the average stuff...but my peave is the chicken s*%$s that won't comment. I don't care...give me a 1 if you want, but tell me what I could do to improve the photo...just don't vote pissy. We are here to learn, not be jerks. I learn nothing from chickens that vote me low and don't make a constructive suggestion. BAG or no BAG. If you bag during voting, but comment...you've got my respect more than the trolls! I'm one of the ones that just stop commenting. I have commented a couple of times since the baghead was started though, but still not as many as when I got that rude message.
