I've never been there specifically, but I know the salmon runs in the North North West are extremely thick. I went to Alaska about 10 years ago during salmon season, and was amazed watching a little native kid fish. There were signs all over saying "no snag fishing." I didn't know what it meant until I saw this kid. He was literally casting out and bringing in huge salmon within 30 seconds. When you looked in the water you could see layers and layers of salmon below the surface.
I can imagine that to be a dream come true for bald eagles. I saw tons up there, but that was Alaska where's actually been talks of too many eagles, heh.
Another great time to see eagles and hawks is birthing season for cows. It sounds gross, but they love to eat the birthy goo and sack after the baby cow busts out of it. If you spend a couple hours during that time of year around a large open pasture, you'll be sure to see all kinds of cool stuff. Hawks and eagles on the circling or on poles/fences, and falcons on the power lines.
