Hi! I'm Jonathan and I am new here. I've read the rules on basic editing and have a couple of questions. 1. Are we allowed to change a photo from color to B&W? 2. Are we alowed to tone them down or change them in any way, such as hue saturation?

Yes, both are legal as long as the change is applied to the entire image (or individual color channels).
