get it back to 640 pixels
Image, Mode, make sure it's set to 8 bit and flattened, not in layers still.
Save for web, click on the little triangle near the Optimize text in the upper right, select optimize to file size, type in 150 and hit ok.

while your pixels might be the right amount, the file size might still be too big. I reduce to match the reguired file size (150K? I think). I did it trial and error. GOOD LUCK with your time!
