I am looking for a photoshop border like this link to example

does anyone know of a place to download borders like these from, or a tutorial on how to make them?

You might want to check atncentral.com - they have tons of downloads, all kinds of effects and borders. Don't know if they have that specific one but it's worth a look.

i looked a little bit there and found a couple that might be ok.

I have experimented a tiny bit trying to make one, and it seems like it could just be on a layer that is stroked, however you can't use brush types to stroke, just patterns... as far as i know....
