I've been playing with this filter for years, but only recently realized its not widely known on DPC because it is NOT a DPC legal filter. Still - a wonderful filter if used in the right images and fast and easy to use. So - the filter is FLOOD by FlamingPear.com

Yes, completely illegal for DPC challenges, but our work sometimes deserves to go outside of DPC rules, for our own creativity. Besides, its fun to learn how to use new tools.
I have almost all of Flaming Pear's filters. Flood is a good one. My favorite is Melancholytron. A few years ago there was an exhibit at MoCA of photographs that were all 'enhanced' with the Flood filter. Very interesting stuff.
Flood also works quite well as a layer over real water if you want to change the surface appearance.

I remember those... if I remember correctly it came around about the same time as DHTML.
this is one i used the flood filter on as well as another filter form flaming pear can't remember the name now but it started with a g and made the stars.
