Maybe a dumb question, but why/how do those light/star things (like in the below photo) happen? Is there a name for it?

It can be produced with a filter that goes over your lens.

You can achieve them a couple of ways, one would be to use a star filter and you can also get them with long exposures as well. They're pretty cool looking. :-)

Shooting at very small apertures will give you starbursts too.

NO, they are not.
A 'lens flare' is an unwanted luminance hitting the lens element, creating a flare.
The star effects are called star bursts.

Set your F-stop to F/22 and do a longer exposure. Street lights and other stationary lights will get the star effect. Have fun.
