Personally, I think your City of Orlando shot was a much better photo. The fireplug photo was had distractions like the orange cones/barrels which didn't work well in the photo. City of Orlando was a fine shot and the only reason it didn't do better is because, IMHO, there were lots of very fine pictures in this challenge -- yours among them.
However, a firehydrant (I don't spell that one very often) offers a unique subject. It's also commonplace, so to score well you probably need to show it in a way we don't normally see it.
Suggestions:
- get a row of them along a long block or two and make them form a diagonal or some unique arrangement.
- wait for a dog, get a ground-level angle, and take his picture *before* he lifts his leg.
Allow us to see it in a new light, a humorous way, or something creative about it. When you execute something like that, creatively and technically well done, IMO you'll score high.
