I've only used NeatImage once, and I have a question. I used it on a JPEG file that was to be uploaded to DPC, so it was around 150k in size. After NeatImage, it was about 45k in size. Does NeatImage just throw away a bunch of stuff? Why does it reduce the filesize so much?

You'll always see some file size reduction after running NeatImage. The "smother" an image is, the better the JPEG compression algorithm is able to compress. In effect, less noise equates to less information in the image.
If you see a very dramatic reduction in file size, one of two things happened. Either you were very agressive with NeatImage and lost some real detail, or the image was very noisy to begin with, and has relatively small areas of high detail.
The best way I've found to use NeatImage is to run it on the full resolution image, then do image size reduction & save copy to DPC quality (<=150k). This way, you always retain as much information as you can at the DPC resolution.

I take it you're using the demo version. The demo has some limitations, and one is that you can only save in medium quality. As you may or may not know, JPG is a lossy compression format where you trade quality for filesize. My recommendation is to do all editing at full size, run Neat Image on the full sized copy, then reload into your photo editing software and resize for DPC posting. After resizing, you'll probably want to hit the Unsharp Mask filter once more, then your photo should look great.
