I'm definitely going to upgrade, I think there is enough new to justify it. The upgrade price from 7.0 is US$169. The big things that I see that will make it worthwhile for me are:
1.) Finally, support for most (all?) functionality on 16-bit files
2.) Native support for Camera RAW files (a pretty extensive list of cameras too!).
These two improvements alone are worth the price of admission. I hope the RAW conversion quality is good!
