Oops, did I say "second shutter"? The official term is "second curtain". In other words, the flash goes off just before the 2nd curtain crosses the film plane, shutting off the exposure. So that the motion blur leads up to the freeze frame, rather than trailing off after the freeze frame (which tends to look weird).
What shutter speed you pick really depends on what you're trying to do. Switch to full manual. Set the aperture to what you want for depth of field. Set your shutter speed to what you want for motion blur. And let the flash figure out the proper exposure of the subject.
