It's amazing as to the amount of time and effort that people put into making plug-ins, filters, actions, brushes and such and then make them available to whomever wants them at no cost. All of the following are the "best of the best" and each one has received the highest rating from Adobe, and they are all free. I do not think that there are many items out there, that you have to pay for, that are better than the following...
AlphaWorks
A single Photoshop-compatible plug-in filter for quickly removing black or white values and making the region transparent. There are 6 different options for you to choose from, depending on the type of image you are working on (colour photo, mono photo, lineart). It requires the use of "layers" so remember the effect must be applied to an image that is on a layer above the background in order for it to work.

A single Photoshop-compatible plug-in containing 20 effects for modifying image colour values in various ways. You can use them for subtle correction of your digital photos and CG graphics, or experiment with the more dramatic transformations that are available. Although quite basic these filters can be handy for use on a regular basis.

Techni-X
Digital Film FX : A single Photoshop-compatible plug-in filter for very high contrast effects. It bleaches out most of the mid-tone greys, leaving crisp dark blacks and bright clean whites. It will produce clear B&W images with limited tones, which are suitable for cheap reproduction via the office photocopier or when published in newsprint, as these methods normally loose image definition when trying to reproduce standard colour photographs. Although mainly designed for this "technical" purpose, you can also have fun by adding strong colour-casts within the plug-in!

NightScope
Digital Film FX : A single Photoshop-compatible plug-in filter for adding a basic "night-vision" effect to your digital photographs and/or 2D and 3D computer-generated images. It first removes all colour from the picture and gives a very slight blur to indicate the film is trying hard to focus in a low-light situation. Then you can choose to add grain either keeping it B&W or mixing separate red, green and blue channels to vary the effect. You can also produce a strong overall colour cast using the RGB sliders provided. Works best with dark night-time photographs that have minimal areas of bright background elements in the scene.

Pseudo-IR
Digital Film FX : A single Photoshop-compatible plug-in filter for creating a similar look when using traditional B&W infra-red film. It is not an exact match but will provide you with a quick and easy way to re-create the effect digitally using your standard colour photographs. The RGB sliders will also allow you to tint the overall image if you wish. For best results use this filter on landscape scenes. It is also quite effective on certain architectural elements too. Not really suitable for portrait subjects though.

Digital Lens FX : A single Photoshop-compatible plug-in filter for tinting the sky area of your photographs. Ideal if you need to change the "mood" of your scene, brighten-up a dull day or make a darker overcast sky for dramatic effect. GQua Buttons
The GQua Button series #1 is a set of 2 circular buttons @ 256 pixels wide so that you can shrink them to the size you want. Film Grain
Adds a layer giving you image that old film feel I'm fairly new to the forum and this is my second post. I have seen several simular effect out there so I tried something a little different. Kaleidoscope
Simple action that creates a kaleidoscope effect. A simple action that flips and then rotates a segment of an image to create a kaleidoscope effect. More fun than it is useful, but I have used it to create logos and greeting card designs.
Instructions:
The zipped file contains an Action and four Photoshop files. The action will create four versions of the Kaleidoscope. Choose the version that you want (the higher the number the more segments in the design.) and start the action. A stop notice will ask you to open a specific Photoshop file. Once you have opened the correct file, the action will continue to play. It will stop to ask you to open your own image. At the next stop -- use the transform and move tools to scale, rotate and position the image inside the wedge mask. Try to find the most interesting area of your image. It is also interesting to run the action on the same image several times, using different sections of the image. Sometimes the results can be quite different! Click play to continue the action and the action will complete the design. This action was inspired by Rang's Aqua button!!! Thank you! It builds a simular transparent button but with a color gradient. Page Cleaner 2.0
Page Cleaner 2.0 is the easiest way to clean up your black and white scans! Simple and fast, it'll leave you white the cleanest scan possible while retaining all of the viewability of the original scan.
Instructions:
First, make sure that you've unzipped the contents of the zip file to your desktop directory, specifically make sure that cleanup.acv is there, otherwise the action will not work properly. Once that's done, open up the image you'd like to clean and hit play. It will save your image as a medium quality JPEG via the "Save for Web" option, it will do this automatically, so whatever the title of your image is at the time it will just save it as "so and so.jpg" to your desktop.

Camcorder Viewfinder
Puts your image in the viewfinder of a camcorder. There is 2 files in the zip. The action and a file called Camcorder Veiwfinder.png which is the templete file. The finished size is about 20cm@230dpi or 1850px by 1600px. Big so you can scale to suite.
Instructions:
The minimun image size for the pic you what to insert is 639x604 px If you intend to resize the finished file down then you may enlarge your source image to make the minimun. On the other hand the max source image size is the same as the templete otherwise it will be cropped before you have opportunity to scale it in the action

Filmstrip Frame
Filmstrip frame effects After B&B filmstrip, I received many requests for an action that would create a flat filmstrip frame effect (no shadows or bends). So, here it is. There are two versions: one for 3:2 pics (35mm photos) and one for 4:3 pics. In addition, you can choose between a basic version, or a more real filmstrip copy. The 3:2 version was created on a hi-res scan of a real filmstrip, with the photo being horizontally aligned at the end.

Soft Edge Fade Out
This is a great tool to softly fade out or blur away the surrounding unwanted area of an image selection. I find it is useful when you do not want to just crop the image. The advantages here are that your image remains the same size, the fade is graduated, and the selection pulls itself to the foreground. This action is also great for creating a romantic/dreamy feel to images.

This action takes off where The Den Gutsty's left off. It allows for the user to select his/her own colors and also goes further with a rad space type melting effect. But that's not all. It also does a text effect. Truly something that must be seen to believe. Note this is still being worked on.

Faded Rainbow Frame
This action creates a faded rainbow frame for your image. Note - this action creates the frame inside the border of the canvas, so if your image goes to the edges part of it will be obscured. Soft Faded Edge
I don't create many actions, but I've had to repeat this procedure so many times that I finally took time to make an action out of it. Many people have posted actions that help give a soft or faded edge to a picture or selection. Most of them look very good on screen, but have a dirty smeared look when printed. (Even the best printers have problems with soft gradients fading to white) This action gives a soft edge that looks good both on screen and it print. It lets you choose any selection you wish to use for the edge. When it's finished, the edge fades to transparency so that you can then drop it onto any background you wish.
Instructions:
Take the layer you're going to use and duplicate to new. Make sure the layer is centered on the new canvas with the canvas at least 70 pixels larger in width and height than the selection will be. Name the layer "Layer 1" Make sure you're in RGB mode. HAVE NOTHING SELECTED. Run the action. *Note* this will not work well on selection much smaller than 150 pixels in width or height. Feel free to mess with the settings. ;o)

There was already an action available for a similar process, but it required additional javascripts installed and applied a bevel to the outer edge of image, this one doesn't. This action only works with Photoshop CS. Action will resize an image for the best possible fit within the outer safe margin area. Images will be resized to fit within 649x433 (outer safe margin area) on a 720x480, 72 dpi canvas, with .9 pixel aspect ratio set on a black background. Images processed in this way can be significantly less system intensive for usage with video editing, as they shouldn't need to be resized by the editing application. Images processed this way should give the best possible fit when viewed on a TV. Additionally this action can be used as a quick way to convert an image for usage as a menu in Adobe Encore. Images will be converted to RGB color mode and effect for NTSC safe colors applied

27ray-smooth mask
Create smooth masks in seconds When working with less that perfect source files this action allows you to smooth the edge of a layer in a non-destructive and variable manner. The basic premise is to take a hard or ragged edge of a layer, and by a combination choking the image and then blurring it and adjusting the layer mask with the curves tool. the curve tool will allow you to adjust the hardness and the position of the edge of the layer mask, and how the image interacts with the back ground. WZ2K Giraffe Text
Turns your text in to nice looking giraffe fur. This was a fun one to make. Creates a giraffe text effect. Increase or decrease the size of the brush to adjust the size of hair. The banding can be adjusted as well. The action gives you control over the output. The bigger the font the better.
Instructions:

SnowCold
Add a SnowCap on Text or just about anything you put on a transparent layer. Works best with rounded objects or text. (Upgraded for better interaction.)
Gold and Silver
A versatile yet easy to use action that creates Gold, Silver, Copper and unlimited other metal effects. After the action runs, merely tweak the Shadows and Midtones settings in the Color Balance layer to change metals. Works best on larger text selections.
ExplosiveV5.0
The procedures to make this Explosive for Adobe Photoshop is base on the older version of Explosive. Some moves on older version of Explosive does not work on v5.0 so I put a little time to make it work.
Water Drop
Can be used on text and sometimes other stuff. This is an action I found at a site, that I haven't been able to find anywhere else. So now I am making it available to all of you. It is really cool.

Carved Marble Text
Marble Text Action This action will turn text to a kind of carved green marble. You may also adjust colour tones. Made for thick fonts @ 300 ppi. There are many steps in this action, so please be patient.
Liquid Fire!
Makes a fire like effect. You can also change the colour balance to make different outcomes I dont know witch versions this action works with, sorry. but it was made in cs. This is also the first text effect action I've made.... so it may not be flavless.

Sweet Dreams

Nice Metallic Action This action creates a chrome texture that allows you to easily edit the color- check out the sample pic. My favorite is the gold in the top left... also is good for a regular chrome (bottum right) and any other color that you can think of

Plastic Wrap Alien II
Updates, improvements, enhancements to PW 1 Here it is -- this could very well be the final alien incarnation! This is MORE THAN JUST A FIX to the original PW Alien!! I have added translucent bars in the text, darkened the mood a bit, and left all layers in a layer set. Also, the alien now retains its goulish appearance when you put it against different backgrounds!! One of my absolute favorites!

Graffiti
This action creates graffiti of your choice on a brick wall in a dark alleyway. Pretty realistic. Again, background and text are seperate so you can move the type and edit at will. The font is "Pokemon".

Blow Hard
I saw some really cool blown glass shapes. As I was studying the details in the glass, I noticed a lot of slight imperfections due to the glass blowing process -- such as streaks that followed the bends in the glass and lots of tiny air bubbles -- that added so much to the character of the shape and conributed to the way it reflected and refracted the light. I tried to create a similar look with this action without the eye-popping, lighted headedness that you get from actually blowing real glass.
