Maybe DPChallenge needs to do what Istock and other similar sites do before you can join. That is, take a small test to see if you have read the rules. If you pass the test then you can join. If you fail the test you have to go back and re-read the rules and take the test again no sooner than 24-hours.

Maybe they do need a quiz, but I can't see it helping.
You already have to tick a box to say that you agree to the rules each time you submit a photo, I can't see what difference a load more boxes will make on joining, except to make it less likely that decent, honest people will join.
I like the idea of making people do more than just sign up.

More than just sign up, maybe. I would hope that it would not involve a charge as I know I wouldn't have joined if I had to pay to do so. Most people, I would think, don't join right away as a paid member, which means that people either don't want to spend the money or want to wait until they know that they like the site before becoming a member. And even though $5 seems like nothing, I think it would deter a lot of (honest) people from being part of the site.
The voting already is non-anonymous to the site mods, if they need to investigate it. Also the speed in which the DQs happen lend me to think that there is at least some automation involved in picking out such things, so the processes are already there.
I very much doubt that anything involving increased charges is a palatable and decent solution to a cheating "problem", the two things simply aren't exclusive.
Charging for various options just makes the site as a whole less accessible for new users and poorer people. It doesn't do anything about cheaters, who are not necessarily in either of those sets.

One issue I see is that the DPC statement about multiple accounts is not in the user agreement (not that I can find, anyway). It is in the editing rules.
In Advanced editing under the section called "Challenge Voting" at the end you'll find this:
A person may only hold one DP Challenge account and may submit only one photograph per challenge. A user will not be able to vote on his or her own entry.
When I first joined I didn't understand the Exclusive Open challenges meant mutually exclusive. I've seen other new members with the same confusion. I read through the user agreement and found nothing that prevented you from having a member registered account and a non-member account. So I set up a second account because I had gone out and shot for both challenges that week.
After about 2 days I was "found out" since I wasn't really doing anything to hide the fact and the SC canceled my second account.
I reread all the user agreement and still could not find any language that forbids this. I then found it in the editing rules.
My point is, for new members at least, this can be result of overzealousness in wanting to participate. Now that I've been here a while I completely understand why multiple accounts are forbidden, and well they should be.
I do recommend that the language about multiple accounts such should be in the user agreements.

While I think your idea has good intention. I see it as only causing trouble. Fights would break out because a certain user gives 1's out frequently or a certain user gives all nudes votes of 10.

Personal application only. No more over the Internet sign-up. You have to go to Langdon's home, give your finger print, he will keep the fingerprint database. Each time you vote, you must enter your finger print (a copy)... if there are two fingerprints matches, you will be sent to middle-east to wash camels.
Now, if you still continue cheating, you will have to spend a week in a barn, full of cheese. If you still continue... well, I don't know, after all that camel washing, cheese smelling, we'd think you wouldn't cheat anymore, but I have a last punishment of calculating all the votes for each challenge since the beginning... by hand, not with calculator. Each time you finish, you will have to recalculate because of the other cheaters, and vote changes.
