I saw a thread on another site that claimed PPI mattered for screen viewing. I'm at a loss as to why it would.
That is, an image of a given number of pixels, say 640 x 480, has just that many points in it. On screen, the monitor displays them at a fixed resolution, so how would PPI matter? As long as you're resizing using pixels and not a fixed physical dimension like inches.
Now, for print, it certainly does matter, because you're setting how far apart those pixels will be spaced.
