Sometime in the dark future the three major powers of the Earth, China, Russia, and the USA have sat down and decided to become one, large, coalition to govern the world.
Before they became a coalition government, the first thing they did as a force was to get rid of one of their allies. Each country within their agreement had to take out, with extream prejudice, countries that were thorns in the worlds side.
USA takes out Israel.
China takes out N. Korea.
Russia takes out Iran.
This action told the rest of the world that the Big 3 was not to be messed with, and that any other country that did not sign on to the future govenment of the world, they too would be taken out.

Cameras, robots, nano-tech will help manage the world and its issues.
Prisons are destroyed, and Iceland is now the depository for criminals, terrorists, and anti-government extreamists.
Communications, broadcasts, and internet are all controlled by the Big 3.
The UN still has its mandate, but it is refined to suit the Big 3 with its governing powers.
Natural disasters are taken care of immeadiatly, helping the victims rebuild, or relocate.
The Moon is an outpost for the rest of the universe for the Big 3, but is cloaked in secrecy. Mars is not too far off from exploration, and inhabitance.

Didn't mention it, but the Big 3 stalls all growth of companies. Mom and pop business thrives especially in the rural areas of the world.
Companies like Wal-mart, McDonald, Johnson & Johnson are not condusive to the world security, are are considered major offenders to pollution and an unhealthy population.
Companies like Merk, British Petrolium, Honda, Microsoft are better positioned to work with the Big 3 and the security of the earth, and the exploration of space, and the medical benefits to the world population.
Come on, there is a hint of imagination somewhere here...
Unhappy to be left out of the big 3, Japan would quietly, using it's connections with the rest of the world, created "the resistance". Microsoft, using their knowledge in technology, created robot army of mass-destruction to eliminate all members of the resistance, and war broke out. The resistance, knowing that all their moves are monitored by the Big 3, ventured into space for their new base, waiting for a chance to fight back. The resistance also invented their own weapons to fight back - a high power laser cutting tool that could cut through the robot and machine army created by the Big 3, and they eventually named the laser weapons "light sabers", and started to train elite members of the resistance to wield them, known as Jedi's.
Its an exercise in "what if", not an exercise in "it won't happen".
Three total differant agendas, ideologies, religions, governments, languages, point of views getting together and saying enough is enough, we Big 3 are now in charge.

Our world history has seen some strange things happen before in the name of freedom, or revenge, or humanity, or peace, less we forget.
I recently read a science fiction book very similar to your scenario. Now I'll have to look when I get home for the author/title.
The kicker in this book was the ultimate world council group that played/manipulated the final three super powers and combined the entire world into one governing body, free of "borders" as they are now known.
I don't think that the "Big 3" are big enough. There are a lot of other countries out there, and many of them have significant military power (not to mention nuclear weapons). Any attempt at takeover would result in instant revolution and resistance from the populace ofpretty much every country that was overpowered. All resistance would be classed "terrorism" and the freedom fighters "terrorists", but the problem would escalate on a massive scale. The Big 3 would be forced to establish a 2 tier class system of rulers (their own citizens) and ruled (everyone else, opressed and denied all freedoms in the war on terror).
If, miraculously, all this could be overcome, the Big 3 would have destroyed the values that they pretended to be fighting for.
More realistic would be an analysis based on economic and social influence: the US culture has already invaded a large part of the West, there is a growing reaction to it and a counter US culture in parts of the middle east. A large part of the world is affected by the strength of the US economy, yet the US is economically partially dependent on Chinese investment in the dollar etc etc etc.
If you are thinking of running for some sort of global office on this platform, I'd just like to say you have my vote. I remember when there were two powers, not three, that pretty much kept the rest of the world in check. Setting aside the nagging fear of total nuclear destruction, it was a much more orderly world to live in and I miss it.

Lets say the Big 3 are still the USA, China, and Russia, but this time they are a government within the governments and they have introduced a rare blood disease into the populations of Israel, Iran, and N. Korea, and is contagious through human contact.
The Big 3 are the only ones with the cure.
The Big 3 have already inoculated their own people, unknowingly, and have been assasinating leaders within their own states.

I go for The Vampire Lestat and his minions: since this is a blood disease we are talking about, we fight fire with fire (so to speak) and let the specialists, the terrorists of the night, do what they do best. There may be collateral damage, especially among nubile virgins and willowy young men, but it's a small price to pay.
