I ordered a "custom" picture frame from PictureFrames.com the other day for this picture:
I just thought I'd share my experience. I ordered a 20x20, one of their thin low-cost metal frames. The whole thing arrived incredibly fast, was easy to assemble, looks good and all that at under $40. Not bad at all. I'll definitely use them again if I need either a stack of frames (they have discounts on 10 I think) or some "odd" shape. It's got a plastic (not glass) front, but it still looks nice.

If you are in the States, AC Moore runs sales on picture frames almost every week. Right now they're 33% off, but there have been times when they were 50% off too.
You can buy a piece of glass from your local glass shop for a good price.
I bought a no-glare 10x10 piece of glass for under $5.00. I bought a frame at radioshack for $12.00.
I get frames for my smaller shots from IKEA - a 5x7 wood frame including matt runs out at £3-5 typically. Staples also have decent plastic frames with glass very cheap.
But for those large, special prints there's o substitute for getting them professionally framed. I'f had a couple of my shots done like this and they look a treat. Cost me £80 for the pair, but was well worth it.
Go buy a real good miter saw, make a frame clamp, buy some 3/4x3/4 moulding for 54 cents a linear FOOT, some Gorilla Glue and you are set. I am making frames like crazy with the stuff. Need to build a few more clamps, and figure how I want to finish them, but hey it is cheap.
I bought a Precision Miter Box and saw for under $60 (on sale at Home Depot), and have already broken even on the 5 frames I have made. SO I had to go get a table top table saw, for when I want to get fancier and really get cheap. (C:
And I am matting my own prints. So I can custom make frames to what I want.
