Photoshop is an image editting software, and not image-drawing or painting tool. I wonder how many of us actually use a paint brush tool, and what for it is used in image editting?
I never could get a grip on the "paint" thing in PS. I just download trial of Corel Painter and purchased a $99 Wacom Pad.
Painter works very well when trying to turn a photo into a painting.

Using the Paint Brush tool you can try to mask blown out areas of an image by using a color at a low opacity. It's very trying but it has been known to work. Don't think it would play in advanced editing here cause you might be creating something not in the image.
