Its not a layer, its a filter and I believe it is legal,.... but is a horrid filter that ruins a photograph and I've never seen one I would vote highly. :/
In Photoshop, Posterize is an Adjustment, used to reduce the number of colors. You can do the same thing with more control using Curves, or maybe even Levels. It does not contain pizels itself.
As long as it is applied uniformly to the whole image it should be legal in all challenges.
I'm not sure it is a pixel adjusting layer. It shows a blank box just like curves or levels. I could be wrong, so I really have no idea. It just seems it's all in the same line. I'd like a definative SC answer before I submit though. So SC, can the rest of you chime in please?

It is used for just what it sounds like -- to turn a photographic image into a poster illustration.
I agree, if applied to the whole image it is legal in basic and advanced. It decreases the colour depth of an image (the lower the number, the more pronounced the effect).
On a personal note, I agree with Cindi that in general it is not a filter that works well for photography (or to wow DPC voters), and you might have to put up with a low score and comments telling you about it. Maybe not. Just something to consider.
Mine is much more suble than that, but I still will probably get killed in voting. I used a value of 10. I'll probably get a validation request too. It's OK, I like it.
