When I use the hand tool in PS (CS2), it only lets me slide the pic to the edge of the screen, and not any further. So, the edge of the picture is behind some of the menus I have docked on the side. Is there a way to move it over more, to like the center of the screen, or do I have to move my toolbars each time I want to edit that part of the pic?

press the tab button.

Press "F" to edit your picture in full-screen mode. You can then pan all over the place.
