Edit – Transform – Rotate.
No need to select all. Just make sure you select the layer you want to rotate in the layer palate.
You can also just hit CNTRL T and move the cursor just outside the bounding box. You will notice that the cursor changes to a curved arrow. You can then free rotate from there. Hold the shift key to constrain to common angles. (90 degrees, 45 degrees, etc.)
