As far as I know the older versions of Photoshop allowed PSD files to be thumbnailed in Windows. With CS or CS2 (can't remember which), they took it out. Someone correct me if I'm wrong....
I can view psd file thumbnails just in Windows. Does that not work for other people?
That is what I am trying to do. As I said, I was able to view the PSD thumbnails on my old PC...but not on this new one. I can view RAW without any troubles...both large and thumbnail...but not PSD without opening each one up. Do you know how much a pain that is? LOL!

I think your photoshop isn't creating the previews for windows explorer to show. In photoshop go to Edit => Preferences => File Handling and see if "Maximize PSD File Compatibility" is set to "Always". If not set it to that and close out the program. I'm not sure if that will suddenly fix your problem with existing PSD files but it should start saving previews in the new files you create. To test that try creating a new file or opening an existing one and resaving to see if windows explorer sees the thumbnail. If this doesn't work you may need to reassociate the .PSD extention to Photoshop in windows but first see if this works.

My option for that is set to ask, but farther up, my option for "image previews" is "always save." Could that be it?
Thanks Yanko and MK. My settings it seems are exactly as MK's are. It is strange as my folders are always set to thumbnails and I can see all thumbnails except for PSD. In its place I have the Irfanview red splash thumbnail for each PSD image. To view it I have to physically open each one up....a pain in the butt!
So I did some googling and apparently viewing thumbnails is something that no longer works in CS so you need a .dll file and a registry modification in order to fix it. Here's one site that seems to provide the necessary stuff but if you google "view psd thumbnails in xp" you get quite a few results.

Ah ok. If it shows the Irfranview icon for it instead of photoshop than the file isn't associated with photoshop any more. To fix that open up windows explorer and at the top go to TOOLS > FOLDER OPTIONS. Once the popup window opens click on the tab that says "File Types". Depending on how much you have installed it may take a few seconds to load. Once it has scroll down the list of file types until you reach "PSD". Click on that to highlight and then at the bottom if it doesn't say Adobe Photoshop click the "Change" button. In the window that pops up choose Adobe Photoshop as the program you want it to associate with. It may be listed right there or you may have to browse for it via the browse button. Once you have that set hit ok for all the popup windows. That I believe should fix your problem.

On my previous pc I had Adobe 5, 7, CS and CS2...on the new PC only CS2. Interestingly I also had PSP 6,7,8,9 on the old PC and only started seeing the thumbnails correctly when I installed PSP 9.
On the new PC I only have PSP9...and still nothing.

Yes. I have Photoshop 6, 7, CS and CS2 installed as I write this. And yes, I'm lazy like that. :P Actually, now that my solution failed your solution is looking a lot better! :)
