I'll second these locations. I've only been to less than half of them but they're all great from what I've heard.
You can get some good shots of downtown at night if you drive around on some streets and find a nice bridge.

*Also, downtown St. Paul can be beautiful both at sunset or at night. And there aren't a lot of people there, especially compared to Minneapolis!*
