What's the best way to resize a picture for submission. The image is currently 2048x1392. I have Photoshop Elements. I resized it to 274x186 and submitted. When I blow up the image to voting size there's a lot of jaggies. What am I doing wrong or is this correct? Any help would be appreciated.

for starters try saving it to the maximum size allowed in here wich is
"File Size: No larger than 150 kb.
Dimension: No dimension may be shorter than 160 pixels or longer than 640 pixels."

I use the Save for web feuture in Photoshop in maximum dimension and modify the file size to fit the rules

You've resized your image too small. For maximum quality you should have one side of your image at 640 (or close to it if you crop) which is the maximum allowed.

If Elements has save for web then choose that, select the resize tab and set the long side to 640, click apply then select optimize for file size and set the file size to around 148k. This will get you inside the DPC limits and photoshop will generate the best quality for those parameters.

If save for web doesn't work in that way in elements then here's the long way.

1. Resize image so that long side is 640 pixels.
2. Save as jpeg with max quality.
3. Check the size of the file in Windows Explorer.
4. If the size is too big then reduce the quality until the size is under 150k.

If I've missed anything I'm sure someone else will jump in.

If you are using Photoshop, try this:

1. in the Image Size... window, set your longest width or length to 640 (Make sure the Constrain Proportions is checked and that you've selected Bicubic for Image Resampling)

2. Now is the time to use Unsharp Mask and add a border, if desired.

3. Select the Save for web... feature, which will bring up from one to four samples of your image. In the little Quality window, start with 100 and work down until the image size is smaller than 147kps. If you go below 75, you may want to change the image size so that quality in the photo is not lost (you can do that in that same Save for web... window).

It worked. It was actually pretty easy. Thanks for the help guys.
