Simple out of the cam shot, no other processing done.
Duplicating the Dodge/Burn Layer function in GIMP and PS.
In DIP we can always change Shadows, Mids and Highlights...but the following is an easy way to do a dodge (lighten) or burn (darken) layer that will give a different (even) feel.
Choose Darken in the Effects > Emphasis step as shown below or choose lighten to create a Dodge Level.
To Create a dodge/burn layer with Microsoft Digital Image Pro; with your Photo Open...
CTRL+D to Duplicate your photo.
Click on the bottom image in stack to Select it.
Effects > Emphasis... > Darken > Done
Click on the Top image in Stack to select it.
Effects > Transparency > Even...
Adjust slider for the feel you are looking for, I used 50% in the example.
CTRL+A to select all layers in stack.
Right Click > Flatten Selected Objects
Save as... new file.
ED: I should also point out that DIP users have the Dodge/Burn brush under Touchup > Other Photo Repair but not used properly you can make a mess of things quickly. Never go higher than a Dodge of 4 or a burn of -4 when using that brush.
