I'm not sure there's that much to know about fill-in flash. I approach it this way - I take a few pictures, if the faces are dark and the background is light, I force the flash to fire. I usually leave the intensity at 0. If the sun is to their back, chances are good that fill flash is advantageous. It also keeps your subjects from squinting.
To answer your question, I don't know where a good place to look for something like that is. I tried photographytips.com, but its a restricted access page.
