Exotic looking wasps/hornets - where were these then? Did they let you get close with no hassle?

They are a variety of paper wasps I think, shot in Texas. They seemed more intent on finishing the nest than bothering with the camera lens and flash being stuck in their way.

I don't see the garden fence,photo doesn't meet the challenge!
Frame is not 100% filled,doesn't meet the challenge!
