Total choice hosting has webspace starting at 4 USD a month or 44 USD a year with unlimited mysql, cpanel, php, and a bunch of other stuff. Been very reliable so far.

Cheap Web Hosting. Actually it is "FREE" I beleive.
I've had them for years (free).
There were slow for while, but I just recently went back and they seem to be fast.
I'm not that knowledgeable about those technical question. (sql and php support)

In my opinion, DreamHost is the best for cheap linux hosting. I used them for a long time before getting my own server/connection, and their customer service can't be beat.
