actions are just pre-recorded .. well.. actions. Using one basically just means you repeat what was saved. So unless you create an action for every sort of condition, it's kinda hard to swap actions about things like resizing and such. If you crop your picture a bit, you automatically have a different resolution for your "starting" image, and therefore the result of an action on that photo would be different.
