I have some scanned photos from someone else on a cd. Some of them just won't save as jpg. There's only one layer so it isn't that. JPG just doesn't show up in the options of file formats for saving. I know about the save to web option but these files are so big that it takes years for that option to work.
Check the color mode of the photo under the 'edit' menu. If it's in duotone or something weird it won't save as jpg. You must convert it back to RGB or similar.
Usually, the image can't be on "Layer 1." You have to flatten the image so it's on the "Background." Then you should be able to save in any format the software uses. Alternatively, use the "SaveAsCopy" and you can pick any format--the image will be automatically flattened if indicated.
Also, you might want to check the copied picture's file properties. It might be as easy as the file is Read Only (copied from a CDROM). Even if you are "saving as", the program might still be thinking in terms of the read only original.

Just one of the other "advantages" of Windows ... wreaks havoc with font files as well.
