I might be wrong, but as far as I know only the Admins can lock a thread. I'm not sure if the site council can too, but I don't think so.
Threads are normally locked when they get too personal, i.e. one of the users gets attacked by the rest, or if the thread in some other way infringes on site rules and/or protocol.
I have only seen it done three times before (of which two happened this week) which, I guess, is why you asked.
Site Council can lock threads, but we don't usually do it. The reasons you stated are true, and we may also decide to lock a thread if it deviates too far from it's original topic.
It happened to me once. I wasn't getting personal or anything but "apparently" there were too many threads on the same topic or something to that effect. I took this answer with a grain of salt, as there was a clash of opinions between this person and I. Any way water under the bridge..........

Yup, too many threads on the same subject can get one or more of them locked. Threads and posts can be hidden too, but usually only if there are double posts, or if someone accidently posts the same thread twice. Sometimes, if someone posts a "test" thread, it will be hidden when the person/people are done testing. Keeps the forums neater that way.

Also for cross-posting.. Doesn't make sense to have the same conversation.. sometimes the same exact post in two threads with two different titles ... going at the same time.
I prefer to see this event as the action of a fascist regime trying to keep the people down.
You can say what you will, but fascism is significantly more effective than democracy, when it comes to actually getting things done. I wouldn't mind some fascism to get the world back on track.
When that is said, I hardly think that closing 3 threads filled with rants, attacks on named persons and various other tastes of anarchy constitutes fascism.
