It doesn't effect the deadlines at all; deadlines are all based on server time. You can always see what the server date/time is by looking at the bottom of any DPC page.

Check the server time at the bottom of the page and note the difference between your current time and the server time. I'm not sure specifically how it affects South Africa but that should be able to tell you the time difference. Challenges end at midnight server time.
I've never had to worry about the times for my entries since I usually shoot for a challenge on the 3rd day onward of the challenge announcement. Could you please include GMT times in such announcements? My times are anywhere from GMT to +3 GMT because of travels, so it's good to know this without having to look up the American time zones.

If it helps, the current server time is at the bottom of every page on DPChallenge. That should save you having to look things up.
From a coding and design standpoint it would probably take quite a bit of work to add UTC (technically, the standard is UTC and not GMT; functionally they are the same) to all the challenge announcements, including having it work through the eastern US time changes, and to have it work reliably and without manual intervention.
Coding wise, I've seen sites where there's a box on the Preferences page to enter the difference between your local time zone and Universal Time (GMT). The server applies that difference to displayed posts, as in the forums.
I don't know how well that would work for the challenge deadlines though -- seems like it would introduce the opportunity for a lot of errors and arguments.
I've noticed one odd thing since the time change - on my home page where the challenge photo is displayed, the last updated time is now 5 minutes past the hour. It used to be right on the hour. Assuming i leave the Update button alone.
As in:
That has been the case for a few weeks... before the time change took place. I believe D&L have made a few tweaks in the programming recently, and this is something that was affected by the changes.
