I noticed that several people were able to at least see comments i made about their photo during the voting period on that photo. How is this done? I think i may have missed something here...

On your home page, where it tells you how many people have voted on your submitted photograph, there is a link to the comments that people have left as well.

just go to your preferences page and make sure that the Current Challenge Statistics box is checked, then you will be able to see the comments on your home page.
