First of all make a working copy of the picture you want to frame. Crop as you would like. Select a colour using the Eyedropper tool or from the palette. Set this as the background colour using the Background/Foreground switching button (directly below the Pan and Zoom tools). Go into the Image menu and select Canvas size. Select the units you would like to work with using the drop down selection boxes (I like to use pixels personally). Then increase your canvas size by whatever amount you like. Say if you have an image 640 x 480 px, your background colour is set to some shade of green, and you set your canvas size to 700 x 540 px. You'll end up with a green border 60 pixels thick surrounding your image. You can do this as many times as you like, using any colour available, at what ever thickness you desire. Just remember to set your background colour each time. There may be other techniques but this is the one I'm familiar with. Hope this is helpful. Cheers.
