Anything that you do to an area of a shot, rather than the whole shot, is illegal - like selective sharpening, erasing, etc.
In general, pretty much anything applied to the entirety of the image is OK (I'm sure there are exception, but it's late and my brain isn't working). Wacky filters and effects and plug-ins are not allowed.
And the spirit of the rules really is that it should be about the photo, not about your ability with software. If you foloow that idea you'll be OK almost all of the time.
