Some people go back over the entries after they are finished and change their vote (ie your Avg. Vote goes up or down) or add comments. So the number of votes doesn't change.
yes, im always doing that...after reviewing all my votes, i tried to compare all my choices and update my scores and add some comments. as of now, im not yet finish casting my votes. good luck to everybody.
