This looks like a multiple exposure photo. The camera is set up and several photos are taken of exactly the same scene, but at different times of the evening (to get that rising moon effect), without rolling the film forward. If your camera doesn't allow for multiple exposure shots, you could recreate this effect in Photoshop, not DPC legal though :)
