The most efficient way is to use the crop tool. Enter the dimension contraints first so it will re-sample/resize at the same time.
Start the crop near the important element; make a smaller, approximate crop for now. Put the cursor OUTSIDE one of the corner handles and the cursor should turn into a double-ended curved arrow which will rotate the cropping box. Rotate it (click and drag) until you'll end up with the desired object parallel with the crop box; then release the rotate cursor, and drag the four corner handles around until you have the final crop you want.
Be sure to use the SAVE AS command on the cropped image, preferably to native Photoshop (.PSD) format for maximum flexibility...
