Hello. Can you tell me, if this is a Digital Site, what can be legal to do on photoshop in order to enter the challenge? Also, what is the size of the photo that I have to submit?

If you read the rules, it's pretty well described in there... but here's a summary:
As long as it doesn't affect just "one area" of the photo it's acceptable - i.e. you can change the color levels of the entire photo, blur certain channels of colors, blur or sharpen the entire photo. There are a few notable exceptions - you cannot apply any of the "artistic" effects to your photo (i.e. watercolor or oilfy).
The "one area" rule is to prevent people from editing out parts of their photo they don't like or adding extra bits in.
But, as I said - read the rules. Better to be safe and read them then trust me and my interpretation!

The size must be under 640 pixels on the longest side and over 160 pixels on the shortest side (this means you can submit any size photo from 160x160 pixels to 640x640 pixels)
Ok, you are right. I have to read the rules (I just found it), but for example, the minolta is a 5.0 mega pixels, I can take a picture at max resolution, but I have tu resize it in "photoimpact" or I have to take the picture on the resolution described?

You can take the picture at full size and then crop and/or resize.
