According to the rules you can crop an image and then resize it, but the image must be 640 by 480 or 640 by 427 with no border or padding. Otherwise you will not be able to submit.
As long as the end result is 640x480, 480x640, 640x427, 427x640 then you are good to go. The ratio question is that it is ok to change it, just keep in mind that you will have some distortion by doing so.
I don't see anything in the rules about having to use the same height/width ratio when you resize so I'd think it be fine. I've seen a few photos here that were stretched long or quashed short... and they usually don't do too well.
I don't think people are really understanding the question. Do you mean: if the cropped picture is eg. 640 by 485, can you resize it to 640 by 480, which will distort the picture slightly. I'm not really sure what the rule is with this. It doesn't seem right, but if the distortion is only slight, you might get away with it.
In some programs you can set the exact size you want to crop to, and can thus ensure that the ratio will be correct when you resize. Check this out as it will save you a lot of problems.
Gina: I understood the question just fine: he wants to change the ratio of his image as he is resizing... just like you said. And as I said before, I don't see any rule against it and in fact have seen many submissions that have looked like they were stretched or smooshed horizontally or vertically.

After cropping, my picture would have been like 640x462 if I kept the ratio ... so I forced it to 640x480. Distorsion not visible because of the subject by itself. Ok I'll go for it .. and we will see ... thanks guys Lionel
