Have you rotated the filter as you look to see the affect? First, try aiming the camera at a framed picture on the wall, one where you can see the reflections in the glass, and slowly rotate the filter. You should see the reflections disappear at some point. Next, aim it at different areas of the sky with clouds and blue sky and as you rotate the filter you should see the sky getting darker and lighter, enhancing the clouds. As you can see, it is primarily used for removing reflections and enhancing skies. With a little practice you will get the hang of it.
