For challenge purposes, are cropping and resizing considered the same?

To clarify, with cropping I can change the aspect ratio, resizing I can't.
So I'm asking if both are fine.

Unfortunatly, I'm positive that cropping is not the same as resizing, in Minimal rules.

Cropping is not allowed in Minimal editing rules.

Am I allowed to change the aspect ratio?
I'd classify that as resizing, but it's not clear.

@ Venser Resize means (IMO) to reduce the size be reducing the number of pixels and keep the same aspect ratio. Changing aspect ratio is cropping.

You can't do ANYTHING to the image to the image in Minimal except sharpen it globally, rotate it in 90-degree increments, clone out sensor dust and resize for submission. Changing the aspect ratio s NOT the same as resizing and it takes an armchair lawyer to even think it might be a loophole :-)
