There are ways to accomplish that effect that are perfectly legal. If you have a concern about a specific photo, please request disqualification for the photo from the voting page, and then vote with the assumption that the effect was achieved legally. We will pursue the issue and disqualify the entry if appropriate. It is important that you do not penalize the photographer in your vote because it is unfair to them if they did in fact follow the rules.
