I’m guessing but you can probably set it up as an action in PS if you use Nik as a plug-in to that...
Or even for that process, don’t use Nik at all and just creat a PS Action.
When I try doing an action in PS, it wants to open the NIK program each time and then wait for my input.
It seems like the darken lighten center is more nuanced than just creating a brightened area with a circular gradient. My photoshop attempts don't seem to ever look as nice as the NIK effect.
You CAN save the particular parameters of this specific usage as a custom recipe in Nik. Then you can tag this as a favorite by clicking the star next to its name in the custom recipes panel. Your favorite recipes show up as clickable links in the NIK Filter Panel in Photoshop. This isn't quite batch processing, but at least you can open your image, click the link, click apply, and then it is done...
ETA: this also works if you apply more than one CEP effect in the recipe; for example, a touch of glamour glow or skin softening plus the darken/lighten you are using.

Be aware that NIK from the floating panel works on the "sum" of the image layers, whilst NIK from the menu works on the topmost image layer. So if, for example, your topmost layer is a curves adjustment or color correction then NIK from the menu doesn't affect anything. You'd want to create a composite of all your layers before using an Action with NIK in it, I'm pretty sure. I could be off-base...
