action are just macros. you can record them yourself or download ones others have made.
for instance i have an action that: duplicates my default layer names it liquify, adds a blank layer and names it "heal" adds a blank layer and names it "clone" add a blank layer, sets the blend mode to "soft light" and names it "dodge and burn".
i use those layers on almost every image i edit so i made an action that does it all for me.
you can record your own really easily, if there is something that you do often, its beneficial to make an action out of it.
if you download them from others I believe you need to copy them into the folder where PS looks for actions, not sure where that is without looking it up.
